

The Rwanda TVET Board (RTB) is pleased to announce the official opening of registration for the Online Pedagogical Training of TVET Teachers (Cohort 2). This landmark initiative is part of RTB’s ongoing mission to strengthen the quality of Technical and Vocational Education and Training (TVET) in Rwanda by equipping teachers with advanced pedagogical skills that match the needs of 21st-century learners.
Registration will officially open on 1st October 2025 at 8:00 AM and close on 15th October 2025 at 5:00 PM. All eligible TVET teachers who have not yet participated in previous certification programs are strongly encouraged to register through the official online portal:

The training will officially commence in November 2025, covering all remaining TVET teachers across the country, with a vision to achieve universal pedagogical certification before the end of the 2025/2026 academic year.
The Rwanda TVET Board was established as part of the Government of Rwanda’s ambitious reforms to transform education and training. Its central mandate is to provide direction, regulation, and support to the growing TVET sector.
Guided by the vision “Employable Skills for Sustainable Job Creation”, RTB’s work revolves around building a competent and job-ready workforce that can drive Rwanda’s socio-economic transformation.
Since its establishment, RTB has:
- Coordinated and supervised TVET schools across Rwanda.
- Developed and harmonized competency-based curricula that integrate both technical expertise and employability skills.
- Initiated and expanded teacher training programs to strengthen both technical competencies and pedagogical delivery.
- Encouraged stronger partnerships between schools, industries, and communities to bridge the persistent gap between classroom theory and workplace practice.
- Supported innovation and entrepreneurship among learners, ensuring that graduates can either join the labor market or create self-employment opportunities.
These achievements have positioned RTB as a critical player in Rwanda’s broader economic agenda, especially in sectors such as ICT, hospitality, engineering, agriculture, and construction—sectors that demand highly skilled labor.
Why Pedagogical Training Matters
It is often said that “a curriculum is only as strong as the teachers who deliver it.” In technical and vocational education, the statement is even truer. While technical expertise is essential, the effectiveness of TVET depends heavily on the ability of teachers to deliver knowledge in an engaging, inclusive, and learner-centered manner.
Pedagogical training ensures that TVET teachers:
- Design and deliver engaging lessons that encourage active learning.
- Integrate modern teaching methodologies, including blended learning and digital platforms.
- Assess learners effectively, using methods that capture both knowledge and hands-on performance.
- Develop strategies for inclusive education, reaching students with different learning needs, including those with disabilities.
- Foster critical thinking, problem-solving, teamwork, and innovation—skills employers look for in the 21st century.
In recent years, Rwanda has recognized that technical mastery alone is not enough. The competency-based curriculum (CBC) adopted in Rwanda emphasizes student-centered learning, creativity, and innovation. To bring this curriculum to life, teachers must be equipped with both content knowledge and strong pedagogical competence.
RTB’s first cohort of online training (Cohort 1, conducted in 2023 and 2024) successfully trained and certified hundreds of TVET teachers. However, many teachers across the country did not participate, either because they were newly recruited or due to logistical constraints. Cohort 2 is designed to close this gap, ensuring that by 2026, every single TVET teacher in Rwanda is certified in pedagogy.
Details of the Upcoming Training (Cohort 2)
The Online Pedagogical Training (Cohort 2) specifically targets:
- TVET teachers who have not yet been certified by the Rwanda Technical Teacher Institute (RTTI).
- Teachers who missed Cohort 1 of online pedagogical training.
The program is designed to be practical, interactive, and accessible. Key modules include:
- Classroom Management & Learner Engagement
Teachers will be trained in managing diverse classrooms, promoting participation, and maintaining discipline in constructive ways. - Competency-Based Curriculum Implementation
Training will focus on planning lessons aligned with Rwanda’s CBC framework, integrating theory with practice, and linking learning outcomes with real-world skills. - ICT Integration and E-Learning Tools
With the Fourth Industrial Revolution reshaping industries, teachers will learn to use ICT platforms, simulation tools, and digital resources to enhance student learning. - Assessment and Evaluation Strategies
Teachers will acquire skills in competency-based assessments, formative feedback, and performance evaluation methods. - Inclusive Teaching Methodologies
The training will prepare teachers to cater for learners with disabilities and diverse learning needs, ensuring that no student is left behind.
The online format ensures flexibility. Teachers from all districts, including rural areas, can participate without being physically present in training centers. It allows them to continue with their teaching duties while upgrading their professional skills.
Registration Procedure
To participate, teachers must complete their registration online through RTB’s official portal:

- Registration window: 1st October 2025 (8:00 AM) – 15th October 2025 (5:00 PM).
- Eligibility: Teachers not yet certified through RTTI or Cohort 1.
- Confirmation: Once registered, participants will receive electronic confirmation, followed by detailed schedules and access links for the training sessions.
This streamlined digital registration reflects RTB’s commitment to efficiency and modernization, aligning with Rwanda’s vision of a smart and digitalized education system.
Looking ahead, the Rwanda TVET Board envisions a TVET system that is modern, inclusive, and globally competitive. The Online Pedagogical Training (Cohort 2) is one building block within this larger vision.
Key priorities include:
- Alignment with Rwanda’s National Strategy for Transformation (NST1):
By 2024, Rwanda set ambitious goals under NST1 to industrialize, create decent jobs, and reduce youth unemployment. TVET plays a central role in achieving these targets by producing a workforce that is job-ready. - Technology-Driven and Innovative Learning:
RTB plans to continue expanding digital resources, AI tools, and e-learning platforms to modernize teaching. This approach not only improves accessibility but also prepares learners for the realities of global competition in the digital economy. - Equity and Inclusion:
RTB envisions a TVET system where no teacher or student is left behind. Training programs are deliberately inclusive, ensuring equal access for women, rural teachers, and those with special needs. - Industry Collaboration:
Partnerships with industries will remain central. Curriculum design, internships, apprenticeships, and dual training models will ensure that what is taught in classrooms directly matches workplace demands. - Global Recognition:
Rwanda aspires to be a regional hub of TVET excellence. By standardizing its training and aligning with international frameworks, RTB is working to ensure that Rwanda’s certifications are globally recognized.
Anticipated Impact of Cohort 2
The expected outcomes of this training include:
- A fully certified TVET teaching workforce by the end of the 2025/2026 academic year.
- Increased use of modern teaching methods in classrooms, reducing reliance on traditional rote-learning.
- Better learning outcomes, with students gaining skills that align with Rwanda’s industrial and development priorities.
- Enhanced employability of graduates, reducing unemployment and underemployment among youth.
- A stronger link between TVET institutions and industries, creating a pipeline of skilled workers for national development.
The Online Pedagogical Training (Cohort 2) is not just another training—it is a crucial component of Rwanda’s national strategy to elevate education quality, strengthen its workforce, and promote long-term socio-economic development.
RTB calls upon:
- District authorities to mobilize schools and ensure all eligible teachers register.
